Prof Ibibia Lucky Worika

Dr. Ibibia Lucky Worika Esq. is an International Attorney with an outstanding academic/professional background, combined with commercial acumen and industry knowledge to engage advice, represent and mentor Executive Management Teams, Politicians, Non-governmental Organisations (NGOs), National and International Oil Companies (IOCs) as well as other stakeholders on governance generally, and as it relates to sustainable management of energy as well as international environmental law and policy matters.

He is currently a Professor of Law and Dean, Faculty of Law, University of Port Harcourt, University of Port Harcourt (Uniport). Until his assumption of duty at Uniport in 2014, he was a Senior Legal Adviser at the Commonwealth Secretariat in London, providing expert legal counsel to member governments of the Commonwealth under the Commonwealth Fund for Technical Co-operation (CFTC) in the area of natural resources policies, laws, contracts, institutions and management.

Between 2004 and 2011, he was also first, Senior Legal Counsel and later, General Legal Counsel of the Organization of Petroleum Exporting Countries (OPEC) in Vienna, Austria. In these positions, Professor Worika (then Dr. Worika), provided specialist expert legal advice to the Secretary General, Senior Secretariat Management and Governing bodies of OPEC Member Countries (MCs), producers of two-thirds of the World’s oil based in the Middle East, Africa and South America on legal matters that impacted the organization and its Member Countries.

Professor Worika holds a Ph.D. in Comparative Petroleum and International Environmental law and Policy from the University of Dundee in Scotland, UK under a Commonwealth Academic Staff Scholarship administered by the Commonwealth Scholarship Commission between 1995 and 1998.  He was a post-doctoral researcher at the Centre for Energy, Petroleum and Mineral Law and Policy, at the University of Dundee between 1999 and 2000.  He holds an LL.M. as well as an LL.B (Hons) from the University of Lagos in 1989 and 1986 respectively; and, was called to the Nigerian Bar in 1987.

He has published widely; and has at various times consulted for Fichtner Consulting Gmbh, Forster, Oxford Policy Management (OPM) of the UK, United Nations Institute for Advanced Legal Studies (UNU-IALS), the United Nations Development Programme (UNDP), MacArthur Foundation, Niger Delta Human and Environmental Rights Organization (ND-HERO), Rivers State Government of Nigeria and the Ministry of Petroleum Resources of Nigeria, just to mention these.

Dr. Worika is a member of various professional associations world-wide, including the International Bar Association (IBA), Climate and Energy Specialist Group (CESG) of the Commission on Environmental Law (CEL), International Union for the Conservation of Nature (IUCN), Nigerian Bar Association (NBA), National Association of Law Teachers (NALT) and the Admiralty Law Society of Nigeria (ALSN) to mention a few.
